DONNER LAKE PROPERTY OWNERS’ ASSOCIATION
MINUTES
A regularly scheduled meeting of the Board of Directors of the Donner Lake Property Owners Association (DLPOA) was held on October 25, 2024 at the Truckee Tahoe Airport and via Zoom.
Call to Order - Self-Introduction of people present at the meeting
President John Desmond called to order at 10:02 AM. In addition to Desmond, Board members participating were Ken Wood, Michele Anderson, Merrick Browne, Zack Murphy, Barbara Lewis, Ed Meyer, Charley Tiff, Cheri Morillas, Andrea Vaughn, John Henry Beyer, and Greg Henderson. A quorum was established. Board members not present were Eddie Silveira and James Mann.
Also attending were Chief of Operations Ray Hapai, Sharon Hapai and Recording Secretary Judy Friedman
Desmond welcomed new Board members Zack Murphy and Michele Anderson.
A newsletter will be sent out soon and will include the Beach Rules. Feel free to submit content to Murphy. Desmond is writing a column with status updates such as defensible space work, the culvert project, and the founding members plaque, as discussed at the Labor Day General Membership Meeting.
There are still challenges getting access to the safe deposit box. Desmond and Beyer have been working with BMO to update the signature card and renew the CDs.
Approval of the August 30, 2024 board meeting minutes
It was moved by Meyer and seconded by Browne to approve the August 30, 2024 meeting minutes as presented. Motion carried unanimously.
Treasurer’s Report John Henry Beyer
Beyer presented the financial reports through October 7, 2024. Specific line items and variances were clarified. Desmond noted questions at the Membership Meeting about the large balances in the accounts, which he and Beyer feel should be maintained as they will be utilized for ongoing maintenance and improvements.
Chief of Operations Report Ray Hapai
Hapai reported that per Board direction, the beach closed on October 13, one week later than scheduled. Seventy-four members purchased winter keys. Eleven members did not renew this year, nine sold their property, one quit and one member did not respond to any outreach.
Hapai will update the DLPOA calendar.
Beach Committee Report Greg Henderson
Henderson reported the beach closing went smoothly. The water release out of Donner Lake began 4 days ago.
Morillas and her committee will update the job posting and contract for next year’s beach manager. A brief discussion followed regarding strategies to get applicants.
Henderson said the construction company working on the culvert is requiring the beach to remain closed during the work this fall. Work is expected to begin November 5.
Beach Manager Report
No report was given.
Membership Committee Report Barb Lewis
Lewis said there are 774 members and 26 openings. There are 33 memberships that will not renew if the property changes hands to someone outside of the current family.
Old Business
1. Camp host site strategy moving forward Greg Henderson
Henderson is meeting with attorney Mike Brown regarding the camp host site. He is recommending a plan for DLPOA to resubmit a request to get the site renewed with the perimeters of the 2005 agreement. A brief conversation followed regarding details of getting the permit reinstated. Meyer will confirm the location of the trailer, its condition, and whether or not it is licensed and insured.
It was moved by Henderson and seconded by Tiff to budget $5,000 to retain Mike Brown for assistance and advise with the Town of Truckee to get the camp host site reinstated. Motion carried unanimously.
New Business
1. Discussion-Should boat registration be required when applying for boat and/or trailer storage is
requested Barb Lewis
Lewis explained DLPOA only requires a boat owner to confirm there is insurance, but no actual paperwork. Also, there is no confirmation that the person asking to store a boat and trailer is the actual owner/member. Discussion followed regarding DLPOA’s requirements and various scenarios of ownership.
It was moved by Lewis and seconded by Beyer to include language in the waiver an affirmation that the applicant is the owner or a family member of the owner of the boat or boat on trailer. Motion carried with Morillas and Browne voting no and Meyer abstaining.
2. Repair old restroom Greg Henderson
Henderson has met with the contractor who built the new restroom to get a quote to repair the roof on the old one. The quote is $22,500 to update the old restroom roof, which will have the same look as the new one.
It was moved by Henderson and seconded by Wood to approve the bid for $22,500 to repair the old restroom roof. Motion carried unanimously.
3. Require proof that boat owners have completed the “CA Boating License & Safety Course”, and have
the CA boater Education card for 2025 Michele Anderson
This item was tabled.
4. Create, discuss and pass the 2025 DLPOA budget John Henry Beyer
Beyer presented the proposed 2025 budget. Specific line items were reviewed and adjustments were made in real time.
It was moved by Meyer and seconded by Henderson to maintain the 2024 level of dues and fees. Motion carried unanimously.
It was moved by Meyer and seconded by Henderson to adopt the 2025 DLPOA Budget. Motion carried unanimously.
Date, time, and location of next board meeting
Murphy will investigate updated options for Zoom meetings. There was agreement that the Airport is the preferred location for meetings. The next meeting was scheduled for Friday March 7 at 1:00 PM.
Beyer described DIPS, a conglomeration of agencies organized by the Truckee River Watershed Council that have an interest in Donner Lake. It was noted DLPOA is not a formal member and no one should be representing otherwise at those meetings.
